Hosting can be close to zero for many normal small-business websites. That is a useful operating characteristic, not a promise that every part of the website will always be free.
What can stay very inexpensive

The domain still needs renewal. Business email, higher-volume form delivery, paid analytics, booking systems, licensed media, other optional services, and requested support may also have recurring charges.
Those costs should be named rather than hidden inside a vague platform fee.
Project work is separate from infrastructure
Low infrastructure cost does not make design, content, migration, configuration, or future development free. The initial project and later work are scoped separately from the cost of keeping the built files online.
